  Lake Needwood is a 74 acre expanse of water that was originally constructed to address flood control, according to Ranger Bob Powell, manager of the park. The recreational aspects of the lake were actually a secondary benefit. The original land patent was called Needwood and was included in the property where the Needwood Mansion still stands. The land changed hands and was separated into smaller parcels through the years among landowners such as William Wooten, Wm. Roberts, and The Cook Family. In 1962 Montgomery County Park and Planning purchased the property that is now recognized as Rock Creek Regional Park. In 1965 the dams on the property were completed and Lake Needwood was created.

Lake Needwood was actually designed to eventually fill in over the 50-100 years following its birth. According to Ranger Bob Powell, it is indeed filling in gradually. "Although they have in the past dredged from time to time it is an expensive process" he further volunteered. When the lake was designed it was anticipated that the flood control measure would no longer be necessary by the time the lake was scheduled to fill in.
